4 年報 Annual Report 2022-23 我們的服務 HowWe Serve 1 新型工業化 – 香港製造 New Industrialisation —Made in Hong Kong 香港特區政府於2022年底推出《香港創新科技發 展藍圖》（《藍圖》），強調香港將完善創科生態圈、 推進新型工業化發展方向。新型工業化為「再工 業化」所取得的成果基礎上的進階版，透過工業 物聯網、人工智能、數據分析等先進技術，推 動企業和產業鏈邁向智能生產和綠色化，回應客 製化的市場趨勢，縮短產品從工廠到消費者的流 程，降低成本並進一步滿足市場需求，提高經濟 效益。 The HKSAR Government (the Government) launched the “Hong Kong Innovation and Technology Development Blueprint” (“Blueprint”) in late 2022, emphasising the development of a comprehensive I&T ecosystem and promoting the development direction of new industrialisation. New industrialisation is a further upgrade based on the achievements of “reindustrialisation” that promotes intelligent production and greening of enterprises and industry chains through advanced technologies such as industrial Internet of Things (IoT), artificial intelligence (AI), and data analysis. It meets the market trend of customisation, shortens the time from factory to consumer, reduces costs, and further satisfies market needs, thus improving economic efficiency. • 與香港生物醫藥創新協會公布《香港生命健 康產業發展研究》，研究留意到香港的生命健 康企業，特別在醫療和診斷設備、中藥和保 健食品這三大較具優勢的領域上，屬高增值 產業，值得大力推動。研究聚焦產業發展特 色、掌握行業情況、分析發展機遇、探討香 港業界應如何發揮優勢，及整合資源，為政 府及業界打造高增值生命健康產業鏈提供參 考。 • 與香港中文大學合作研發「近視風險因素監測 智能眼鏡」，旨在監測兒童的觀看習慣及近視 風險因素，從而減慢兒童近視加深的速度。 以上健康科技研發於「TechConnect世界創新 會議暨博覽會」上獲頒創新獎及「香港商業科 技卓越獎」。 • 為保心安藥廠有限公司研發內置實時數據採 集功能的全自動智慧GMP產品包裝設備#， 每小時可包裝3,000瓶藥油，滿足複雜和嚴格 的中藥產品包裝要求。項目勇奪「香港工程師 學會製造、工業及系統工業獎」及「智慧生活 夥伴大獎」。 生命健康科技 Life and HealthTechnology • Co-organised with the HK Bio-Med Innotech Association released the “Hong Kong Life and Health Industry Development Study”. The Study revealed that Hong Kong’s life and health enterprises are regarded as a high value-added industry worthy of active promotion, with three advantageous sectors warranting further clustering, namely medical and diagnostic equipment, Chinese medicine and health supplements. It offered an overview of the latest development and key attributes of this industry, and identified the future development opportunities. It served as a reference for the Government and industry stakeholders in formulating strategies to leverage Hong Kong’s strengths and consolidate resources to unleash the great potential of the high value-added life and health industry. • Developed “MY-O-Analyzer” with the Chinese University of Hong Kong to monitor the viewing habits and myopia risk factors of children, thereby slowing down their myopia progression. This HealthTech project garnered the “Innovation Award” at the TechConnect World Innovation Conference and Expo, and won the “Hong Kong Business Technology Excellence Awards”. • A fully-automated intelligent packaging system for GMP products# with built-in real-time data collection feature for Po Sum On Medicine Factory Limited, enabling the wrapping of 3,000 bottles of medicine oil per hour while complying with complex and strict packaging requirements of traditional Chinese medicine products. The project won the “HKIE MIS Industry Award” and the “Smart Living Partnership Award”. HKPC is proactively assisting enterprises in deploying digitalisation and greening of the global supply chain, as well as supporting the four broad development directions in the “Blueprint”, with a view to helping enterprises realise the goals of new industrialisation. 生產力局為企業提前部署，以順應全球供應鏈數 碼化、綠色化，以及配合《藍圖》所提出的四大 發展方向，助力企業實現新型工業化。 # 成功申請創新科技署「投資研發現金回贈計劃」 # Successfully applied for the Research and Development Cash Rebate Scheme under the ITC
5 年報 Annual Report 2022-23 我們的服務 HowWe Serve 2 • 與香港浸會大學合辦「人、機器、藝術、創意 – 國際研討會」。研討會雲集學術界和業界的 頂尖學者、研究人員和藝術家，深入探討有 關人與人工智能共創藝術的發展路向。 • 於2022年12月聯同深圳市發展和改革委員 會、廣東省人工智能與機器人學會、香港人 工智能與機器人學會，以及澳門大灣區人工 智能學會聯合舉辦「粵港澳大灣區國際人工 智能與機器人高峰會2022」。高峰會雲集全 球各地頂尖院士、圖靈獎獲獎者、專家及學 者，探討智能機械人的發展趨勢及產業展 望，協助業界把握人工智能及機械人在大灣 區的發展機遇。 • 與中國科學院香港創新研究院人工智能與機 器人創新中心共同舉辦「萬人科普活動」計 劃，定期為本地青少年舉辦不同科研活動， 目標於三年內讓10,000青少年受惠，鼓勵他 們於畢業後投身創科行業，助力香港創科發 展。生產力局為此計劃的創辦成員之一。 • 全新的「工業元宇宙科技館Celesphere」於 2023年3月開幕，為香港首個以工業元宇宙 為主題的科技研發展館。館內展出最新的工 業元宇宙應用技術方案，其中「通過工業元 宇宙優化生產線性能」技術應用方案榮獲多 項國際科研殊榮，技術水平備受海內外專業 機構肯定，包括「愛迪生獎」創新服務及軟件 解決方案 – 製造流程優化銀獎、「日內瓦國際 發明展」金獎、以及有「創科界奧斯卡」美譽 的「百大科技研發獎」，該項目更是2022年唯 一一項於元宇宙應用範疇中的入圍項目。 人工智能與數據科學 AI andData Science • Co-organised the “Human, Machine, Art, Creativity: International Symposium” with Hong Kong Baptist University, where worldrenowned scholars, researchers from the academia and industry, and artists gathered to discuss the development of human-AI symbiotic art creativity. • The “GBA International Artificial Intelligence and Robotics Summit 2022”, held in December 2022, was jointly organised with Development and Reform Commission of Shenzhen Municipality, the Guangdong Society of Artificial Intelligence and Robotics, the Hong Kong Society of Artificial Intelligence and Robotics and the Macau Greater Bay Area Artificial Intelligence Institute. The Summit brought together fellows of leading international academies, Turing Award winners, experts, and scholars to share development trends and industry prospects of intelligence robots, captured the trends and opportunities for industry players on the development and collaboration on AI and robotics technologies in the Greater Bay Area (GBA). • The “Promotion Programme of Intelligent Technology for 10K Hong Kong Youth” was initiated by the Centre for Artificial Intel l igence and Robotics, Hong Kong Institute of Science & Innovation, Chinese Academy of Sciences, with HKPC as one of the co-founders. Through the launch of these technology activities for the youths on a regular basis, it aims to arouse the youths’ interest in pursuing a career in I&T and to promote Hong Kong’s innovation development. The programme, is expected to benefit 10,000 youths in three years. • Launched, “Celesphere”, Hong Kong’s first technology hall themed in industrial metaverse in March 2023, to showcase the latest industrial metaverse application solutions, including “Manufacturing Optimisation in the Industrial Metaverse”, which has garnered prestigious international awards and recognitions from world-renowned professional bodies, including the Silver Award of “Edison Award in the category of Innovative Services & Software Solutions – Manufacturing Process Optimisation”, Gold Medal at the Geneva International Exhibition of Inventions, R&D 100 Awards finalist, which is often considered as the “Oscars of Innovation”, with “Celesphere” being the only Metaverserelated finalist in 2022.
6 年報 Annual Report 2022-23 我們的服務 HowWe Serve 3 先進製造 AdvancedManufacturing • 為Nanoshields Technology Limited度身設計 並建立兩條納米纖維過濾材料智能靜電紡絲 生產線*，預計下年度逐步投產後，將有助提 升產量逾60%，每年可生產超過300噸材料用 作製造個人防護裝備和濾水器。 • 研發CAPfresh冷電漿食品滅菌技術，能有效 在三分鐘內在無須加入任何防腐劑下延長食 品保質期高達300%，為食品消毒程序帶來革 命性改變。項目於「百大科技研發獎」勇奪殊 榮。 • 「電流輔助訂製板金自由成形技術」（「EAFF技 術」）於「TechConnect世界創新會議暨博覽 會」上獲頒創新獎。「EAFF技術」能模擬機械 臂的運行路徑，對板金物料的應力分布、熱 傳播及電效應進行有限元素分析，為製作過 程及優化產品成形提供寶貴數據。 • 為推廣「燈塔工廠」和工業人工智能技術，及 促進香港企業實現營運業績增長和可持續發 展，生產力局推出多項活動和工作，當中包 括舉辦「新型工業化集思匯 – 燈塔企業諮詢 會」活動，以及推行獲創新科技署創新及科技 基金一般支援計劃所資助名為「透過工業人工 智能賦能企業走向先進製造」的項目。生產力 局現正進行多項可行性研究，幫助企業轉型 為燈塔工廠，實現數碼化、智能化、可持續 發展和新型工業化，同時有助加強香港與全 球製造業社區之間的協作和交流。 • Two intelligent electrospinning production lines for nanofiber filter material* were designed and custom-made for Nanoshields Technology Limited, it is expected that production will start gradually in the next financial year, with the aim of raising output by more than 60% and producing over 300 tonnes of material annually for personal protective equipment and water filters. • Developed the CAPfresh cold plasma disinfection system, which effectively the extended shelf life of food by up to 300% without adding any preservatives in just three minutes and revolutionised the food disinfection process. The innovation has been recognised in the R&D 100 Awards. • “Electrically-Assisted Free Forming (EAFF) Technology” garnered “Innovation Awards” at the TechConnect World Innovation Conference and Expo. EAFF technology provides invaluable data for process optimisation and product realisation, including imitation of the robot movement, performing the finite element analysis of the stress distribution, as well as heat transfer and electrical effect of sheet metal. • To promote the idea of "Lighthouse Factory” and industrial AI technologies to Hong Kong enterprises and help enhance operational performance and promote sustainable development of enterprises, various initiatives and activities are being pursued, including the holding of “New Industrialisation Industry Network Cluster – Hong Kong Lighthouse Enterprises” consultation session and a project titled “Unlocking the Potential of Industrial AI to AdvancedManufacturing” the latter of which was supported by the General Support Programme (GSP) under the Innovation and Technology Fund. HKPC is currently undertaking several feasibility studies to help participating enterprises transform their factories into Lighthouse Factories, to achieve digitalisation, smartification, sustainability and new industrialisation. 7 年報 Annual Report 2022-23 我們的服務 HowWe Serve 4 • 與星科有限公司合作研發項目「開發適用於電 動叉車的高效率氫燃料電池混合動力系統」 *， 在「氫20國際氫能產業（深圳）領袖峰會• 國 際氫天獎」評選中勇奪最佳示範項目獎。項目 將氫燃料電池混合動力系統解決方案整合並 應用於叉車上，以維持電動叉車持續穩定運 作，並成功克服了傳統叉車存在的問題，提 供更清潔環保的解決方案，具有廣泛的應用 前景。 • 汽車科技研發中心（APAS）和本地汽車製造 商瑞昌汽車合作研發香港首部零排放「可換電 池低地台電動小巴及貨車」。 • Jointly developed with Startec Limited, the project “Development of High Efficient Hydrogen Fuel Cell Hybrid System for Electric Forklifts” * has garnered the “Best Demonstration Project Award” at the “Hydrogen 20 International Hydrogen Energy Industry (Shenzhen) CEO Summit – International Hydrogen Sky Award”. The Project has integrated the hydrogen fuel cell hybrid system into the forklifts, using hydrogen fuel cells for the sustainable and stable operation of electric forklifts. It also successfully overcame the problems of conventional forklifts, provided a cleaner and more ecofriendly solution, and paved the way for broader applications in future. • Automotive Platforms and Application Systems R&D Centre (APAS) and local vehicle manufacturer Shui Cheong Motors jointly developed the first Hong Kong zero emission “Swappable Battery Low Platform Electric Minibus &Truck”. 新能源科技產業 NewEnergy Industries * 成功申請創新科技署「再工業化資助計劃」 * Successfully applied for the Reindustrialisation Funding Scheme under the Innovation and Technology Commission (ITC)
8 年報 Annual Report 2022-23 我們的服務 HowWe Serve 食品業 Food Industry • 為怡加新（香港）實業有限公司設立香港首 條新鮮粟米汁智能生產線*，除大幅提升產 能外，亦通過智能感應器收集及監測生產數 據，以先進科技改進殺菌技術。生產線預計 於2023年內投產。 • 協助李錦記（香港）食品有限公司開發智能 製造執行系統，推行自動化及優化生產過 程，識別和消除過程錯誤，並安裝物聯網設 備，例如傳感器或其他連接設備，提供生產 效能的實時數據。 新型工業化並不局限於新興產業，傳統產業亦可 透過先進技術，令生產過程數碼化、智能化及綠 色化，向新型工業化進發。 New industrialisation should not be limited to emerging industries; traditional industries can also adopt new industrialisation through advanced technologies to achieve digitalisation, intelligentisation, and greening of the production process. • Set up Hong Kong’s first intelligent production line for fresh corn juice* for 2 Plus 3 (HK) Industrial Company Limited, collecting and monitoring production data by intelligent sensors to improve the sterilisation process and increase production capacity. The production line is expected to commence operation in 2023. • Supported Lee Kum Kee (Hong Kong) Foods Limited to improve productivity by developing a Manufacturing Execution System to automate and optimise the production process , identify and eliminate process errors and install IoT devices such as sensors or other connected devices to provide real-time data on production performance. 製造業 Manufacturing Industry • 為偉聯塑膠有限公司研發的「自動化智能鏡 片生產線」成功做到在本地廠房生產光學自 適鏡片，充分發揮「香港製造」的優勢，運 用自動化及智能化設計，令生產線在有限的 佔地空間內，大大提高生產力及生產管理的 便利性，更大幅減少人手，只需兩人已能 操作整條生產線，每小時生產量可高達100 塊鏡片。項目榮獲「粵港澳大灣區企業成就 獎」。 • 為新勵膠管有限公司實現智能生產，透過數 碼化生產控制、數據採集、遠程監控和工業 人工智能大幅提高生產過程的效率和質量， 從而增強盈利能力和提升客戶滿意度。 • Developed an “Automated and Intelligent Lens Manufacturing Line” for Wai Luen Plastic Company Limited for manufacturing optical adaptive lenses locally and fully capitalise on the advantages of “Made in Hong Kong”. With the goals of maximising productivity on limited production space while minimising labour usage and improving the ease of production management, the new manufacturing line, through the application of smart and automated solutions, requires only two persons to operate while achieving a maximum production output of 100 lenses per hour. The innovation has won the “Hong Kong Business Greater Bay Area Enterprise Awards”. • Supported Sunny Hose Company Limited to achieve advanced manufacturing, by implementing digitalisation of production control, data acquisition, remote monitoring, and the application of industrial AI to improve the efficiency and quality of a production process and leading to increased profitability and customer satisfaction. * 成功申請創新科技署「再工業化資助計劃」 * Successfully applied for the Reindustrialisation Funding Scheme under the Innovation and Technology Commission (ITC)
9 年報 Annual Report 2022-23 我們的服務 HowWe Serve 建造業 Construction Industry • Col laborated wi th Civi l Engineering and Development Department of HKSAR Government and Hyder-Meinhardt Joint Venture, and introduced Hong Kong’s first tunnel inspection system based on drones and on-board AI processing technologies. The edge-AI powered multi-sensor aerial inspector for tunnel surface aims to leverage drones with on-board AI technology for real-time tunnel defect inspection, and the inspection speed has become five times faster than traditional visual inspection methods. This innovation won the R&D 100 Awards, HKIE Grand Award, Hong Kong Business Technology Excellence Award , the Silver Award at the Geneva International Exhibition of Inventions and the Bronze Award of “Edison Award in the category of Critical Human Infrastructure – Intelligent Modelling”. • Developed Safety Monitoring and Truck positioning technology for Anderson Concrete Limited, via the implementation of AI monitoring and detection systems, which has greatly improved safety of construction practitioners in the production plant, lowered operating costs, and enhanced production efficiency. • Collaborated with Smart (Technology) Global Limited which has commissioned HKPC as an i4.0 technical consultant to design and build four intelligent production lines for prefabricated steel reinforcing bar (rebar) parts*. These lines aim to meet the local market demand for increased production and quality improvement of steel products, and at the same time address the issue of shortage of skilled workers and land use. • Collaborated with Shiu Wing Steel Limited, a well-respected local brand, laying the groundwork for upgrading and transforming the traditional construction industry. The company has partnered with HKPC to develop the “Hot Rolling-based Steel Properties Enhancement Technology”, which aimed at utilising advanced technology to produce steel materials that adhere to the Mainland's standards and increase production capacity. 年內舉辦34個活動/研討會/考察團等，於粵港澳 大灣區推廣新型工業化及其他生產力局服務；來 年將會繼續推進新型工業化，於人工智能及數據 科學產業發展研究方面進行推廣活動及調研報告。 Organised 34 activities/seminars/study missions in the GBA, to promote new industrialisation and other HKPC services. HKPC will continue to organise such promotional events as well as conduct research studies in AI & data science industry to promote new industrialisation next year. • 與香港特區政府土木工程拓展署及安誠 – 邁 進聯營公司三方研發香港首台搭載人工智能 處理技術的隧道施工巡檢航拍機，運用邊緣 人工智能及傳感器融合而成的智能隧道表面 系統，利用無人機與車載人工智能技術進行 實時隧道缺陷檢測，檢測速度較傳統目測方 式提升五倍。項目在「百大科技研發獎」、 香港工程師學會大獎及香港商業科技卓越獎 勇奪殊榮，更於日內瓦國際發明展中榮獲銀 獎，及於「愛迪生獎」重要人力基礎設施 – 智 能建模銅獎。 • 為現成派安混凝土有限公司安裝人工智能監 測和檢測系統，提高工人於工廠的工作安 全，降低營運成本，提高生產效率。 • 與屈鐵臣（科技）有限公司合作，獲委託為工 業4.0技術顧問並負責設計和建立四條「鋼筋 剪屈智能生產線」*，以滿足本地市場對鋼筋 預製部件產量增加及提升質量的需求，同時 解決香港建造業面對技術工人人手短缺及用 地的挑戰。 • 與本地老字號品牌紹榮鋼鐵有限公司合作， 為傳統建造業的升級轉型新發展格局打下紮 實基礎，並獲委託協助研發「鋼材熱軋提質技 術」，目標以先進科技生產符合內地標準的鋼 材，同時提升產能，為開拓打入內地市場作 好準備。 * 成功申請創新科技署「再工業化資助計劃」 * Successfully applied for the Reindustrialisation Funding Scheme under the Innovation and Technology Commission (ITC)

With various elements, such as creativity, innovation, intelligence, digitalisation, high technology, new skills, materials, etc., HKPC aims to empower emerging industries with high-value-adding potential and economic efficiencies, while integrating sustainable elements throughout the entire product life cycle. • The “Food Waste Total Recycling System” # is an innovative threestage anaerobic digestion technology that enables the recycling and conversion of food waste into three high-value products: high-purity biogas, animal feed, and feedstock for biodiesel production. Through this technology, total recycling of food waste is achieved and the commercial attractiveness of food waste recycling is greatly enhanced; The “Food TranSmarter”# is the first-ever system in Hong Kong to automatically liquefy food waste into slurry. With combined mechanical and biological actions, the system can extract 97% of the organic matters into slurry at source without the tedious process of food waste separation. Compared to messy food waste, slurry can be much more easily and effectively delivered by air-tight tankers to centralised facilities for recycling. • Signed a technology licensing agreement with collaboration partner AEL International Holdings Ltd, to jointly develop and commercialise the technology. Supported by the Innovation and Technology Fund, the pilot run of “Food TranSmarter” had enjoyed success, leading to wider applications in local restaurants, shopping arcades and residential estates, etc. to offer a simplified food waste recycling solution for the community. The “Food TranSmarter”was 2nd Runner-Up in the “IMechE – Mechanical Innovation Award 20212022”. • Opened in May 2022, “Green Hall” hosts a range of innovative GreenTech R&D and applications by HKPC, APAS, numerous partners and exhibitors. It serves to facilitate collaboration across Government, industry, academia and research sectors, and foster the adoption of more GreenTech by industry and the public. • Opened in September 2022, “Future FoodTech Lab” is Hong Kong’s first-ever FoodTech prototype display platform. Showcasing advanced FoodTech at different stages of the food supply chain, “Future FoodTech Lab” serves as a platform for site visits and technology testing for the industry. # 成功申請創新科技署「投資研發現金回贈計劃」 # Successfully applied for the Research and Development Cash Rebate Scheme under the ITC
11 年報 Annual Report 2022-23 我們的服務 HowWe Serve • Upgraded the “Hong Kong Watch & Clock Technology Centre” to “Smart Wearables, Watch and Clock Technology Centre” in October 2022. On top of providing intelligent manufacturing consultancy services and technical support, the Centre is the first and only platform in Hong Kong to offer testing and verification of the prototypes of smart wearables, watch and clock, opening a new chapter for Hong Kong’s smart wearables, watches and clocks industry. The Centre provides the industry with comprehensive technical support on smart production lines and advanced manufacturing, including “one-stop” consulting and technical training services covering new material R&D, craftsmanship and product design; as well as over 50 different independent testing services in compliance with international & Swiss standards, including the already-accredited chronometer test for mechanical movement, as well as smart wearables testing and verification services to keep pace with the current trends. • Together with the Shenzhen Academy of Environmental Sciences and the Shenzhen Environmental Science Society, HKPC coorganised and launched the “Shenzhen Hong Kong 2022 Innovation Eco-Environmental Science and Technology Conference” and the “Shenzhen Hong Kong Innovation Eco-Environmental Technology and Achievement Exhibition” in Hong Kong and Shenzhen concurrently in November 2022. The event was broadcast live in both Shenzhen and Hong Kong, reflecting the shared development of both cities through exchange and cooperation. • Participated in the “FoodSmart Conference and Expo for the Food and Beverage Trade 2022”, targeting the catering industry. The conference, which was held in November 2022, consisted of a plenary session and group seminars, covering topics such as food waste classification, collection, treatment, and pre-treatment technologies, artificial intelligence (AI), and new technologies in the catering industry, as well as the sharing of local catering industry experiences. The HKSAR Government presented a host of forward-looking ideas and targeted decarbonisation strategies in the “Hong Kong’s Climate Action Plan 2050”, and endeavoured to involve community-wide participation, with the corporate involvement playing a crucial role in achieving this goal. HKPC fully supports the Government and commits the utilisation of advanced innovative technologies to further the green and smart city development in Hong Kong. HKPC is dedicated to investing in the R&D of green technologies to achieve the carbon neutrality goal of the city by 2050 and that of HKPC by 2040. • In collaboration with the School of Energy and Environment of the City University of Hong Kong, a survey on carbon neutrality was conducted. The results showed that less than 20% of corporations/ organisations surveyed had set targets for achieving carbon neutrality. HKPC understands the needs of industries and is committed to providing the necessary support to assist corporations/organisations in formulating practical emission reduction strategies, measures and working together to achieve carbon neutrality. • 2022年10月，將「香港鐘錶科技中心」升格 為「智能穿戴及鐘錶科技中心」，除提供智 能製造顧問服務及技術支援外，更是全港首 個及唯一一個能測試及驗證智能穿戴和鐘錶 原型的平台，為香港智能穿戴及鐘錶業界開 展新一頁。中心除了為業界提供全面的智能 生產線和先進製造技術支援，包括新材料研 發、工藝及產品設計的「一條龍」顧問服務及 技術培訓等服務外；同時提供超過50項符合 國際及瑞士鐘錶業標準的獨立品質測試及驗 證服務，當中包括有達天文台級認證的「機 械機芯天文台錶測試」，亦提供與時並進的智 能穿戴測試及驗證服務。 • 2022年11月，與深圳市環境科學研究院、深 圳市環境科學學會聯合舉辦的「深港2022年 生態環境科技創新交流大會」及「深港生態環 境創新技術、成果展」，並在深港兩地同步揭 幕及進行直播，體現兩地交流合作共同發展。 • 參與2022年11月舉行的「星星相惜」餐飲業 環保會議及展覽2022，討論包括廚餘分類、 收集、處理和預先處理技術、餐飲業相關的 人工智能和新技術，以及本地餐飲業的經驗 分享。 香港特區政府在《香港氣候行動藍圖2050》中提 出具前瞻性和針對性的減碳策略，推動全民參 與，當中企業的角色舉足輕重。生產力局全力配 合政府，利用先進創新科技，促進香港發展綠色 智慧城市，並大力支持及推動研發綠色科技，以 配合香港於2050年及生產力局於2040年實現碳 中和的目標。 • 與香港城市大學能源及環境學院合作進行 「碳中和」問卷調查。結果顯示，只有不足兩 成受訪企業/機構已制定完整減碳目標。生產 力局深明業界所需，致力向企業/機構提供相 應支援，協助制定務實的減排策略和措施， 攜手為實現「碳中和」做好準備。
12 年報 Annual Report 2022-23 我們的服務 HowWe Serve • HKPC is actively developing comprehensive carbon assessment tools to help different industries understand their greenhouse gas emissions and set appropriate carbon reduction targets. At the same time, we will provide more capacity building and related consultancy services, continue to put effort into R&D and incentivise the application of more low-carbon technologies in different industries to encourage low-carbon transformation. We will also continue to be a close partner of industries, from supporting enterprises in R&D, and technology, to helping them on matching appropriate funding programmes, and keeping all sectors up to date with the trend of carbon neutrality. • Showcased a range of green technologies and innovative services at the “ECO Expo Asia 2022”, featuring exhibits related to both industry and citizens’ daily lives. Also present at the event were the Recycling Fund and the Cleaner Production Partnership Programme, which exhibited a variety of funded technologies and successful case studies. Related green funding schemes by the Government: • Recycling Fund facilitates the upgrading of the operational capabilities of the recycling industry for sustainable development. During the year, around HK$140 million was approved for 828 projects, including the support measures to sustain the recycling industry during the pandemic under the HK$2 billion Fund. • Cleaner Production Partnership Programme had approved over HK$315 million for 3,849 projects and activities between its launch in 2008 and end of March 2023. The 713 approved demonstration projects contributed to annual energy savings of 18,305 tera-joules, and reduction of air pollutant emissions of over 39,000 tonnes and effluent discharges of 19.08 million tonnes. 13 年報 Annual Report 2022-23 我們的服務 HowWe Serve 數碼化 Digitalisation 於2022年7月推出一站式數碼轉型解決方案平 台「數碼不求人」惠及各行各業，匯集多項經濟 實惠、即買即用的數碼方案，並提供有關數碼化 創新和技術的最新資訊及行業應用案例，以助本 地中小企的數碼轉型之旅能輕鬆啟航。年內，平 台成功獲得行業和技術領域同袍的廣泛支持，超 過40個行業協會相繼加入了平台作為支持機構； 超過50間技術解決方案供應商，包括國際科技 公司和本地初創企業，加入平台作為技術合作夥 伴；上架超過150個數碼解決方案，涵蓋電子商 務、線上營銷、智能辦公自動化、數據分析和網 絡安全等各方面，更榮獲經濟通頒授「智慧生活 夥伴大獎 – 傑出一站式數碼轉型方案平台」。 「數碼不求人」亦舉辦超過10個線上線下的研討 會及方案展覽活動，以展示數碼轉型在不同行業 中所帶來的好處；同時，更蒐集了超過50個行 業應用案例與業界分享。 積極利用科技，協助社會服務業界數碼轉型及簡 化工作流程，例如： • 在香港賽馬會慈善信託基金支持下推出「賽 馬會資訊科技支援計劃」，為本港非政府機構 提供全面的免費資訊科技顧問及諮詢服務， 至2023年3月底已完成118個項目。 • 在民政及青年事務局的支持下已主辦了四 屆「種籽聯盟」計劃，透過「一對一」配對商 界企業及社企，協助社企以資訊科技改善營 運；自2016年推出至今已有43間社企受惠。 Launched a one-stop digital transformation solutions portal, Digital DIY Portal (DDIY) in July 2022, which gathers affordable and ready-to-use digital solutions for different industries and provides the latest information on digitalisation, I&T, and cases of industrial use for small and medium enterprises to kick-start their digital transformation journey with ease. During the year, DDIY has successfully solicited wide support from both the industry and the tech sectors. Over 40 industry associations joined DDIY as Supporting Organisations. Over 50 technology solution providers comprising global tech companies as well as local ventures joined the platform as Tech Partners and listed over 150 digital solutions, covering e-commerce, digital marketing, smart office automation, data analytics and cyber security, etc. DDIY is recognised as the “Outstanding OneStop Digital Transformation Solution Platform in Smart Living Partnership Award” by ET Net. DDIY also organised over 10 online and offline seminars and events to showcase the benefits of digitalisation in different industries. It provided over 50 cases of industrial use for knowledge sharing. Actively using technology to assist digital transformation and streamline the work process of the social service industry, for example: • Launched The Hong Kong Jockey Club IT Support Programme for NGOs with the support of the Hong Kong Jockey Club Charities Trust, providing non-profit organisations in Hong Kong with comprehensive free IT consultancy and advisory services. As of the end of March 2023, 118 projects were completed. • Organised the annual SEED Programme for four years with the support from the Home and Youth Affairs Bureau, aiming to improve the operations of Social Enterprises (SEs) with information technology by pairing SEs up with synergistic corporate partners. There have been 43 SE beneficiaries since the programme’s launch in 2016.

The Summit focused on how enterprises transform their defence on cyber security successfully against prevailing challenges and escalating cyber threats. Topics included emerging trends of cyber attacks and technologies, new security defence framework and risk management methodologies. Released the results of “HKT Hong Kong Enterprise Cyber Security Readiness Index 2022”. • The overall Index continued to rise for the second successive year and surpassed 50 for the first time, showing that enterprises were attaching more importance to cyber security and investing more resources in it. Yet, staff awareness of cyber security was still the most difficult area to improve, likely attributed to the continuous need to update and enhance their security awareness as cyber attacks increased in variety, volume and complexity, especially phishing attacks. Hong Kong Computer Emergency Response Team Coordination Centre (HKCERT) facilitates the dissemination of information on computer security incidents for local enterprises and internet users and promotes information security awareness among citizens, preventing cyber attacks to SMEs. It had: • Handled 8,348 security incidents. • Provided free 24-hour hotline services for incident reporting. • Organised free seminars. • Collaborated with the industry, Government bodies and international coordination centres to monitor, collect and analyse attack patterns and issue alerts and vital information to enterprises as soon as possible. • Offered advice to enterprises on dealing with cyber attacks and other emerging security risks involving AI, Web 3.0 etc.; and published “Incident Response Guideline for SMEs”. It contained an incident handling checklist and incident response procedure template which helped SMEs maintain and maximise their systems’ defences with limited resources so as to minimise business and financial impacts from cyber incidents. • Offered useful information for individuals, such as enabling multifactor authentication, personal data protection, awareness of phishing attacks or suspicious emails, etc.

A video demonstration of drone hacking was published to educate the public about the security risk and advice for IoT devices. • Launched the SME Cyber Security Connection Programme in Hong Kong: 11 SMEs associations were engaged, and nine webinars were delivered. The objectives were to raise the security awareness of SMEs, introduced the incident response procedure and assisted them in tackling security challenges. • Organised the Hong Kong Cyber Security New Generation Capture the Flag Challenge 2022 to enhance the cyber security awareness of young people and nurture more IT talent in the cyber security sector. Over 1,100 contestants from secondary schools, tertiary institutions, and IT elites took part in the competition.
16 年報 Annual Report 2022-23 我們的服務 HowWe Serve 內地業務 Mainland Development 本財政年度繼續擔任為「粵港澳大灣區生產力促 進服務聯盟」理事長單位，夥拍大灣區其它城 市的多家機構與學府，提升區內企業綜合競爭 力，與中小企共襄創科發展，以全力配合國家 「十四五」規劃推進建設大灣區國際創科中心。 聯盟成員合作緊密，截至2023年3月底，一共舉 辦28場聯盟活動，覆蓋175,000人；聯盟秘書 處組織或協辦共120場活動。此外，聯盟更肩負 與粵港澳9+2城市18個合作夥伴合作搭建科技成 果對接服務平台，並舉辦三場專場科技成果對接 會。 「生產力局大灣區未來人才發展中心」年內舉辦 國際認證課程如瑞士商學院工商管理博士課程； 負責營運內地知創企業家網絡；為工商界舉辦如 跨境營商、智能製造等不同主題的知創企業家論 壇，以及企業培訓服務、考察團服務，跨境創科 雲研學等活動，服務參加者超過500人，並與行 業專家及各界商協會超過30個單位合作。 於2022年12月舉行粵港澳企業發展政策展（江門 站），向江門企業推介香港和大灣區其它城市的 各項政府資助計劃。活動得到香港特別行政區政 府駐粵經濟貿易辦事處、香港貿易發展局及江門 市政府的大力支持，約有1,100位人士參加。 為內地職業院校培育第一批符合工業4.0資格認 可的講師團隊，並建立大灣區內第一家具備工業 4.0智能製造CPPS證書管理中心的職業院校。 Continuing as the chairing organisation of the Guangdong-Hong Kong-Macao Greater Bay Area Productivity Promotion Service Alliance this year, partnering with institutes and schools from other GBA cities to join hands with SMEs to boost the overall competitiveness of GBA enterprises and promote I&T development, in tandem with the country’s “14th Five-Year Plan” for the development of an international I&T centre in the GBA. The Alliance members closely cooperated, organising a total of 28 events with 175,000 participants as of the end of March 2023. The Alliance Secretariat organised or co-organised a total of 120 events. The Alliance also serves to build a platform connecting 18 partners from the 9+2 city cluster of the GBA for collaboration in translating technological outcomes into practical application, and organised three seminars for the stakeholders. During the year, the HKPC GBA FutureSkills Centre organised internationally-recognised courses, such as the Doctor of Business Administration programme of SBS Swiss Business School; operated the GBA InnoPreneur Network; held GBA InnoPreneur Forums with various themes such as cross-boundary commerce and intelligent manufacturing for the industrial and business sectors; and organised corporate trainings, tours and cross-border I&T virtual classes, serving over 500 participants and collaborating with over 30 industry experts and business associations. In December 2022, an outreach event was held in Jiangmen to promote supportive policies in the Guangdong-Hong Kong-Macao, introducing different Government funding programmes in Hong Kong and other cities in GBA to Jiangmen enterprises. The event received strong support from the Hong Kong Economic and Trade Office in Guangdong of the HKSAR Government, Hong Kong Trade Development Council, and Jiangmen Municipal Government, with approximately 1,100 participants. Delivered an Industry 4.0 certification programme for the first batch of instructors from Mainland vocational schools and established the first vocational institute in GBA for Industry 4.0 intelligent manufacturing CPPS certificate management.
