43 年報 Annual Report 2022-23 主席獻辭 Chairman’s Message HKPC delivers value for enterprises through outstanding R&D. In the year of 2022, we garnered a record-breaking number of 98 awards and recognitions, including the internationally-renowned “R&D 100 Awards” and the “ TechConnect Innovation Awards” – a true testament to our outstanding performance. It is notable that the percentage of our awardwinning projects in relation to R&D rose to 70%, and almost 80% of these projects have already been applied in real industrial environments, fully reflecting the practical technological and innovative capabilities of HKPC. HKPC puts great emphasis on nurturing FutureSkills talent for Hong Kong. In the past year, we attained six corporate governance-related accolades in Hong Kong, the GBA and Asia in addition to 23 accolades in human resources management. Furthermore, we were named one of the “Best Companies to Work for in Asia” by HR Asia and received the “Authorised Employer” accreditation from the Hong Kong Institute of Certified Public Accountants. These awards and recognitions fully acknowledge the efforts made by HKPC on employee-caring initiatives, the promotion of TechEd development and on-the-job training, as well as the nurturing of future generations of “InnoTalent” in Hong Kong. HKPC is committed to assisting enterprises leverage Government funding to go digital and to capture new opportunities when they arise. In addition to serving as the secretariat of 11 Government funding schemes, including funding schemes widely-popular among SMEs, such as the BUD Fund and TVP which help the industries to expand their businesses, HKPC also launched a host of services during the year, including the new generation of BIZ Expands Easy (BEE) Funding Portal and the Digital DIY (DDIY) Portal. This demonstrates our wel l-thought-out, practical and industry-led approach in supporting enterprises to pursue digital transformation to tap into endless opportunities. Hong Kong enjoys the distinctive advantages of the country’s strong support and extensive connections with the world under “One Country, Two Systems”; it is also an important connector for attracting foreign investments and for assisting Mainland enterprises to go global. The 14th Five-Year Plan, the Outline Development Plan for the GBA and the Belt and Road Initiative all bring unlimited opportunities to Hong Kong. HKPC will take advantage of state support for Hong Kong’s development into an international I&T centre as well as continuing the city’s role as a global financial centre to bring in advanced technologies and attract overseas capital, while leveraging the “Made in Hong Kong” brand appeal to help Mainland’s enterprises “go global”, thereby supporting the development of emerging industries, such as artificial intelligence and data science, life and health technology, intelligent manufacturing and new energy technologies, and continuing to meet the needs for transformation of traditional industries, such as food processing, watches and clocks and construction, in a bid to deliver values. 生產力局以卓越科研為企業創優增值。2022年，我 們共獲得98個獎項及嘉許，為本局歷年之最；當中 著名國際科研大獎包括「百大科技研發獎R&D 100 Awards」，以及「TechConnect創新獎」等，成績斐 然。值得一提的是，獲獎項目當中與科研相關獎項 所佔比率增至百分之七十，近八成更已落地應用， 體現生產力局的務實科技及創新能力。 生產力局非常重視為香港培育具備未來技能 FutureSkills人才。年內，本局共獲六個在本地、大灣 區及亞洲頒發有關企業管治的獎項，並成功取得23 個人力資源相關獎項與認證，更獲HR Asia評為「2022 年亞洲最佳企業僱主」之一，同時獲香港會計師公會 認證為「認可僱主」，充份肯定生產力局團隊在關愛 員工、推動創科教育和在職培訓，及培育香港新一 代「InnoTalent」的努力。 生產力局致力協助企業善用政府資助，讓中小企能 透過政府資金發展數碼配套，開拓新機遇。生產力 局除了作為11項政府資助基金秘書處，例如深受中 小企歡迎的「發展品牌、升級轉型及拓展內銷市場的 專項基金」、「科技券」等資助計劃以助業界拓展業務 外，我們於年內推出多項服務，包括新一代「資助易 BIZ Expands Easy (BEE)」及「數碼不求人(DDIY)」網上 平台，印證我們以「貼心、落地、以企業需求為本」 的理念，幫助企業輕鬆實踐數碼轉型，接通無限機 遇。 香港在「一國兩制」下擁有背靠祖國、聯通世界的獨 特優勢，更是吸引外資及協助內地企業走向世界的 重要橋樑。《十四五規劃綱要》、《粵港澳大灣區發展 規劃綱要》、「一帶一路」倡議均為香港帶來無限機 遇。生產力局將利用國家支持香港建設國際創新科 技中心及其作為環球金融中心的優勢，將先進技術 和海外資金「引進來」，同時發揮「香港製造」品牌 優勢，引領內地企業「走出去」，支援人工智能與數 據科學、生命健康科技、智能製造與新能源科技等 新興產業的發展，並繼續配合傳統產業如：食品加 工、鐘錶、建造業等升級轉型的需求，創優增值。
